The Reserve Bank of India (RBI) has proposed a new framework to standardise how banks and other regulated financial institutions determine lending interest rates. The move aims to improve transparency, make loan pricing easier to understand and strengthen the transmission of monetary policy across the financial system. The proposal was announced as part of the central bank’s latest developmental and regulatory measures following its monetary policy review.
At present, different categories of lenders use different methods to calculate lending rates. Banks may use external benchmark-linked rates (EBLR) or the marginal cost of funds-based lending rate (MCLR), while non-banking financial companies (NBFCs) often follow their own internal pricing models. This makes it difficult for borrowers to compare loan offers and understand why interest rates vary between lenders.
The RBI has proposed a principle-based framework that will apply across all regulated entities. Instead of prescribing separate methodologies for different institutions, the new approach seeks to establish common principles for setting lending rates. The objective is to make pricing more transparent while allowing lenders enough flexibility to manage their own business models and risk profiles.
According to the RBI, the proposal will also improve the way monetary policy changes reach borrowers. When the central bank changes policy rates, the impact on home loans, vehicle loans and business loans is often uneven because different lenders follow different pricing systems. A more uniform framework is expected to reduce these differences and improve the speed at which policy changes are reflected in lending rates.
For borrowers, the proposal could make loan comparisons easier. Customers may find it simpler to understand how interest rates are calculated and when they are likely to change. Greater transparency may also encourage stronger competition among lenders, as borrowers will be able to compare products on a more consistent basis before making financial decisions.
The proposal is also expected to benefit investors and financial markets. Standardised lending practices can improve confidence in the banking and financial system by reducing uncertainty around loan pricing. Better policy transmission also helps markets understand how changes in RBI policy rates could influence borrowing costs, credit growth and economic activity.
Industry participants are now expected to provide feedback before the RBI finalises the framework. Financial institutions may need to update their internal systems, lending policies and customer disclosures once the new rules are introduced. While the transition may require operational changes, experts believe it could create a more transparent and consistent lending environment over the long term.
The proposal reflects the RBI’s broader effort to simplify financial regulations while improving consumer protection. As India’s credit market continues to expand, clearer pricing standards could help both borrowers and lenders make better-informed decisions. A common interest rate framework may also strengthen confidence in India’s financial system by making lending practices easier to understand and more closely aligned with market conditions.
